Public safety officials in the City of Bellaire are closely monitoring coronavirus news and impacts associated with this illness via regular updates provided by County, State, and National public health authorities, including the Centers for Disease Control (CDC). The City of Bellaire is taking steps to ensure the continuity of essential city services in the event that this illness spreads to our community.

Stay Home-Work Safe

We encourage all Bellaire residents to stay home except for essential needs. 

Harris County COVID-19 Testing Sites and Self-Assessment Tool
If you believe you have symptoms of COVID-19, please visit the website and complete the online self-assessment.  If you qualify for testing, you will receive a code and be directed to the nearest Harris County testing facility.

City Cancellations and Closures

All city buildings are closed to the public, city-sponsored events and activities are canceled until further notice, public city meetings will be conducted by teleconference or canceled.   

The City of Bellaire will continue to provide city services.  Fire, police, EMS and public works services are still available at all times.  We are actively encouraging city business to be handled online or via phone where possible. Please leave a voicemail if your call is not answered. Someone will get back to you.  Dial 911 for emergencies. Bellaire City Hall customer service 713-662-8222

Bellaire Police & Courts Building - The Bellaire Police Department lobby is closed to walk-in traffic.  A list of contact numbers is posted on the lobby doors to assist visitors with their needs. Emergency call 911. Non-emergency 713-668-0487. 

Municipal Court - Municipal Court has been canceled until further notice.  To reset your court date, please contact Municipal Court at or call 713-662-8105. 

Parks, Recreation and Facilities - The Bellaire Recreation Center, all Bellaire pools and tennis courts are closed.  All recreation programs have been suspended.  Bellaire Life programs and activities are suspended.  Officer Lucy Dog Park is closed.  All play structures, park equipment and restrooms are closed.  Please practice social distancing in all open spaces. Bellaire City Library - The Library is closed to the public. Curbside pickup for book holds is suspended. Online services are available.  All library programs have been suspended until further notice.  Bellaire City Library 713-662-8160.

Utility Billing - For those customers who normally pay in person or over the telephone, we strongly encourage you to pay online. Visit Online credit card payments are free and can be set up as automatic recurring payments – set it and forget it! Alternatively, you can drop your payment in the overnight deposit box located on the South Rice Avenue side of City Hall. Customers paying by mail or set up on automatic credit card draft and automatic bank draft can continue to pay using these methods. Trash bag and recycling bin sales are suspended until the customer service window reopens. Store-bought trash bags can be used. If you need to start a new service or terminate service, please call our Utility Billing customer service number at 713-662-8253.

Permitting/Development Services - The Development Services Department is closed to the public. Permits can be submitted by mail or e-mail.  Please follow the Permit Submittal Procedures.  Permits can be mailed to the City of Bellaire, 7008 South Rice Avenue, Bellaire, Texas 77401. This closure will not affect inspections or inspection requests.  Development Services customer service 713-662-8230 or

Up To Date Event and Program Cancellations 

Please practice routine healthy hygiene habits to help prevent the spread of respiratory illnesses like COVID-19, such as washing hands frequently, covering coughs and sneezes, avoiding touching eyes, nose and mouth, and staying home if sick.
