Public safety officials in the City of Bellaire are closely monitoring coronavirus news and impacts associated with this illness via regular updates provided by County, State, and National public health authorities, including the Centers for Disease Control (CDC). The City of Bellaire is taking steps to ensure the continuity of essential city services in the event that this illness spreads to our community.

Harris County COVID-19 Testing Sites and Self-Assessment Tool
If you believe you have symptoms of COVID-19, please visit the ReadyHarris.org website and complete the online self-assessment. If you qualify for testing, you will receive a code and be directed to the nearest Harris County testing facility.

City Services Updates and Re-Opening Schedule
The City of Bellaire will continue to provide city services. Fire, police, EMS and public works services are still available at all times. We are actively encouraging city business to be handled online or via phone where possible. Please leave a voicemail if your call is not answered. Someone will get back to you. Beginning May 4, the Bellaire City Hall will re-open the customer service lobby to walk-in traffic from 8 am until 5 pm, Monday through Friday. For more information please call Bellaire City Hall main number at 713-662-8222.
Bellaire Police & Courts Building - Beginning May 4, the Bellaire Police Department lobby will be open to walk-in traffic for limited hours. A list of contact numbers is posted on the lobby doors to assist visitors with their needs. Emergency call 911. Non-emergency 713-668-0487.

Parks, Recreation and Facilities - Beginning June 15, Bellaire Town Square Family Aquatic Center will be open for leisure swim only. swim time must be scheduled. Evergreen Pool and Elaine Wood Therapy Pool are currently open for lap swim and therapy use only. Swim times must be scheduled. Tennis courts, Office Lucy Dog Park, athletic fields, batting cages and park restrooms are open. Tennis courts and athletic fields are limited to four people per use. Camp Paseo and the Bellaire Recreation Center will open June 1. All play structures remain closed. Bellaire Life programs and activities are suspended. Bellaire City Library - Beginning June 3, the library will be open to the public at 25% capacity (Max 25 patrons). Curbside pickup for book holds will continue. Online services are available. All library programs have been suspended until further notice. Bellaire City Library 713-662-8160.
Utility Billing - Beginning May 4, one Utility Billing customer service window will be open. Trash bag and recycling bin sales will resume, however, store-bought trash bags can be used. We strongly encourage you to continue to pay online. Visit https://www.bellairetx.gov/603/Utility-Billing. Online credit card payments are free and can be set up as automatic recurring payments – set it and forget it! Alternatively, you can drop your payment in the overnight deposit box located on the South Rice Avenue side of City Hall. Customers paying by mail or set up on automatic credit card draft and automatic bank draft can continue to pay using these methods. If you need to start a new service or terminate service, please call our Utility Billing customer service number at 713-662-8253.
Permitting/Development Services - Beginning May 4, building permit customers will be served by appointment only. Appointments must be scheduled 24 hours in advance. To schedule an appointment, please visit https://calendly.com/bellairedevelopmentservices/permit-office. We strongly encourage that all documents continue to be submitted via e-mail or mail. Please follow the Permit Submittal Procedures. Permits can be mailed to the City of Bellaire, 7008 South Rice Avenue, Bellaire, Texas 77401. Up To Date Event and Program Cancellations, City-sponsored events and most activities are canceled until further notice, public city meetings will be conducted by teleconference or canceled until further notice.
Please practice routine healthy hygiene habits to help prevent the spread of respiratory illnesses like COVID-19, such as washing hands frequently, covering coughs and sneezes, avoiding touching eyes, nose and mouth, and staying home if sick.
