Public safety officials in the City of Bellaire are closely monitoring coronavirus news and impacts associated with this illness via regular updates provided by County, State, and National public health authorities, including the Centers for Disease Control (CDC). The City of Bellaire is taking steps to ensure the continuity of essential city services in the event that this illness spreads to our community.
COVID-19 Vaccine Information
While the City of Bellaire is prepared and approved as a vaccination administration location, we have not yet received a vaccine allocation notice. Until the time comes for the City to receive vaccines for distribution to the public, we will provide information to help you find a location to receive the vaccine.
Please check the Harris County Public Health website for access to local vaccine provider location information.
The City of Houston has been receiving shipments for administration to the public, but we cannot confirm whether they have any residency requirements. Please check with the City of Houston directly for more information.
We also encourage you to contact your healthcare provider for more information on the vaccine.

Governor Abbott’s Response to Coronavirus and Executive Orders
On September 7 Governor Greg Abbott extended the Disaster Declaration for the state. Statewide Disaster Declaration
On July 2 Governor Greg Abbott issued an Executive Order requiring all Texans to wear face coverings in public spaces in counties with 20 or more positive COVID-19 cases. The Governor also issued a proclamation giving mayors and county judges the ability to impose restrictions on some outdoor gatherings of over 10 people. Face Covering Requirement and Proclamation

Harris County Judge Lina Hidalgo Announces Color Coded COVID-19 Threat Level System
On June 11 Judge Hidalgo announced a new color-coded system to inform residents regarding the current level of risk from COVID-19. Harris County Judge Lina Hidalgo Issues Order No Outdoor Gatherings in Excess of 10 People
On August 26 Judge Hidalgo announced an extension of the Health and Safety Policy requiring all employees or visitors of a commercial entity to wear face coverings when in close contact with co-workers or the public. Health and Safety Policy and Mask Order

The City of Bellaire will continue to provide city services. Fire, police, EMS and public works services are still available at all times. We are actively encouraging city business to be handled online or via phone where possible. Please leave a voicemail if your call is not answered. Someone will get back to you. Bellaire Police & Courts Building - The Bellaire Police Department lobby is open to walk-in traffic for limited hours. A list of contact numbers is posted on the lobby doors to assist visitors with their needs. Emergency call 911. Non-emergency 713-668-0487.
Municipal Court - In compliance with the Twenty-Ninth Emergency Order regarding the COVID-19 State of Disaster by the Texas Supreme Court, issued on November 11, 2020, and further guidance by the Office of Court Administration issued December 18, 2020, effective January 4, 2021, until further notice, all court proceedings in the Bellaire Municipal Court will be held remotely by Zoom or Telephone. All individuals who are scheduled to make an appearance in the Bellaire Municipal Court have been notified that they must contact the Court Clerk of the Bellaire Municipal Court to make arrangements for a virtual appearance. The possibility of resuming in-person proceedings after January will be evaluated on the basis of then-current conditions and after consultation with public health officials and in compliance with any applicable, further orders and guidance issued by the Texas Supreme Court. Parks, Recreation, and Facilities - The Bellaire Town Square Family Aquatic Center is open for lap swim only. The Elaine Wood Therapy Pool is open for therapy use only. Swim times must be scheduled. The Evergreen Pool is closed for the season. The Bellaire Recreation Center fitness room is open and workout times must be scheduled. Fitness classes are available. Tennis courts, parks, play structures, Officer Lucy Dog Park, athletic fields, batting cages, and park restrooms are open. Tennis courts and athletic fields are limited to four people per use. Bellaire Life programs and activities are canceled until further notice. Please practice social distancing in all open spaces. Bellaire City Library - The library is closed to the public. Curbside pickup for book holds will resume and online services are available. The Library is hosting Pop-Up browsing days, please check the Library Facebook page for more information. All library programs have been suspended until further notice. Utility Billing - One Utility Billing customer service window is open. Trash bag and recycling bin sales have resumed, however, store-bought trash bags can be used. We strongly encourage you to continue to pay online. Visit https://www.bellairetx.gov/603/Utility-Billing. Online credit card payments are free and can be set up as automatic recurring payments – set it and forget it! Alternatively, you can drop your payment in the overnight deposit box located on the South Rice Avenue side of City Hall. Customers paying by mail or set up on automatic credit card draft and automatic bank draft can continue to pay using these methods. If you need to start a new service or terminate service, please call our Utility Billing customer service number at 713-662-8253.
Permitting/Development Services - Building permit customers will be served by appointment only. Appointments must be scheduled 24 hours in advance. To schedule an appointment, please visit https://calendly.com/bellairedevelopmentservices/permit-office. We strongly encourage that all documents continue to be submitted via e-mail or mail. Please follow the Permit Submittal Procedures. Permits can be mailed to the City of Bellaire, 7008 South Rice Avenue, Bellaire, Texas 77401. Event, Program, and Meeting Information City-sponsored events and activities are resuming with guidelines set by the Open Texas Plan. Public city meetings will be conducted both in-person and by teleconference, please check the city calendar for more information.
