Welcome to the City of Bellaire’s financial transparency section

The City of Bellaire is committed to being transparent with its citizens. Here you will find dedicated pages for five distinct transparency areas and additional information: Traditional Finances, Contracts and Procurement, Economic Development, Public Pensions, Debt Obligations, and Additional Departmental Information.

These five key areas help provide clear and meaningful financial information that goes beyond the traditional accounting statements and reports. Within each section, there are summaries, visualizations, downloadable data, documents, and other relevant information in a user-friendly format to help citizens gain a better understanding of their City’s financial status.

Transparency Stars

The Texas Comptroller of Public Accounts created the Transparency Stars program to recognize local governments that provide readily accessible financial information and promote transparency within their organization. Local governments have the opportunity to earn stars in the areas of traditional finances, contracts and procurement, economic development, public pensions, and debt obligations.
