State of the City and Town Hall February 4, 2019

Join the City Council, City Staff and your Neighbors on Monday, February 4, 2019 for a special evening to include a Town Hall meeting to hear all about the Master Drainage Concept Plan followed by the Annual State of the City Address at Bellaire City Hall, 7008 South Rice Avenue, Bellaire, Texas 77401. There will also be a reception in the foyer to honor our outgoing Board and Commission members.

We look forward to sharing with you the great things we have accomplished in 2018.

Newcastle Street Crosswalk

Residents heading out to Evelyn’s Park may have noticed a new crosswalk just north of Bellaire Boulevard. on Newcastle Street.  This is known as a mid-block crosswalk since it is not located at a controlled street intersection.  We encourage you to use it out when you make your way to the park.

Like a pedestrian signal at a regular crosswalk, there is a button to push to activate the signal.  Once the button is pushed the rectangular beacons will begin flashing signaling the drivers that you are crossing the street.  While vehicles are required to stop and yield to pedestrians, there is a possibility that some drivers may not stop.  We encourage you to look both ways before crossing the street when the beacon is flashing and be on the lookout for any cars.  If you see a car coming, don’t assume they will stop for you.  You should make eye contact with the driver to confirm they acknowledge you and stop before crossing the street.  Drivers, please take note of the new crosswalk and signal and be on the lookout for pedestrians crossing the street.

Flap Gate

Flap Gate Information

The City is planning the installation of flap gates in Bellaire to aid the prevention of floodwaters from Brays Bayou from backing into the City’s storm sewer systems during low to moderate rainfall events.   

A flap gate is a piece of steel or metal with a hinge at the top used on drainage pipes to keep water flowing in one direction.  Flap gates function when a small difference in water level on the back side of the gate causes it to open automatically to allow the pipe to drain. When water on the downstream side of the gate rises above the water level on the back side (inside the pipe), the gate closes automatically to prevent backflow into the pipe.

The proposed flap gates would be installed at three major storm sewer outfall locations within the City of Bellaire: South Rice Avenue, Newcastle Street, and the railroad ditch on the east side of the City.

Police Department 100 Year Celebrations

The Bellaire Police Department and City of Bellaire invite you to the dedication ceremony of the new police and court building on Saturday, February 23 at 10 am.  There will be a dedication ceremony followed by public tours of the facility.  Please come out to see your new police and court building.

Friday, March 1, 2019 marks the start of the Party at the Pavilion concert series with the Fab 5!  The Bellaire Police Officer's Association will be sponsoring free hot dogs and soft drinks for the crowd.  Thanks to the Patrons for Bellaire Parks, Bellaire Police Officer's Association and the City of Bellaire for making this celebration happen. Come out and join the fun!

Continued Construction of
City Hall and Parking

The second phase of the new City Hall building is scheduled to begin Tuesday, February 5, 2019.  The parking during construction will be modified for your safety.  There will be limited parking and no pedestrian access along South Rice Avenue between Jessamine Street and the new City Hall building.  Please park along Jessamine Street, Fifth Street or at the Bellaire Recreation Center and walk through the park to access City Hall.  Parking signs will be posted around the construction zone directing you to park in the designated areas.

Two parking spaces will be dedicated to the public for access to the existing Utility Drop Box until Sunday, February 10, 2019.  The new Utility Drop Box will be available the afternoon of Tuesday, February 12, 2019, and located along South Rice Avenue next to the Mail Box near the new City Hall building.
