The City offers two recurring electronic payment options:

If you prefer to pay your bill by check, you can drop it in the mail, in the Utility Billing drop box, or visit our Customer Service lobby in Bellaire City Hall located at 7008 South Rice Ave. in Bellaire.

You are encouraged to unlock the most powerful aspect of the Resident Utility Portal (powered by AquaHawk) by enabling leak alerts!  You can save water and money by catching leaks early with a simple automatic notification to inform you of unusual water usage in your home. Registering for the portal is just the first step. You must enable the leak alerts feature to receive the notices.

Public Comment E Form

Public Comment E-Form


We have made available an online public comment form for those desiring to submit comments on city council meeting agenda items. Residents may access the form by clicking the blue Public Comment E-Form button on the webpage that hosts the City of Bellaire meeting information. The comments will be routed to the city clerk, who will provide your comments to the city council. The E-Form gives members of the public the option to choose if they would like to speak during the personal/audience comments section of the meeting or have their comments acknowledged by the mayor. The Public Comment E-Forms will be incorporated into the minutes of the meeting. This effort enables staff and council to receive additional public input from residents concerning council meeting topics.

ESB Learning Academy

The City of Bellaire Environmental Sustainability Board is hosting its first quarter 2021 ESB Learning Academy education session virtually on Tuesday, February 23, 2021, on the topic of Residential Solar 101.  ESB will host an education session at least once every quarter, with Residential Solar 101 being the board’s first one in 2021.   The session will be presented by ESB Chair Rajiv Pandya and moderated by ESB member Allison Piper.  The overall session is one hour, with time for questions at the end. It will cover information about but not limited to residential solar technology, equipment, economics, City of Bellaire codes and guidelines, electric vehicle charging, and battery storage.  More information is on the City’s website in the Newsflash section and City of Bellaire's Facebook page.

PMP Updates

Pavement Management Project Updates


Bellaire Boulevard – Beginning this week, the arterial pavement program will continue on the westbound side of Bellaire Boulevard between Bissonnet and Chimney Rock.  This work will be similar in nature to recent work done on Bellaire Boulevard with concrete replacement associated improvements.  Contractors will complete the repairs in phases to minimize impacts to traffic. 

Newcastle – Pavement repairs to Newcastle will begin the week of February 15.  This will include a complete road closure between Phanturn and Glenmont.  A traffic plan has been created, and proper signage will be posted indicating road closure and detour information.
