Reopening For Limited
In-Person Services April 7


The Bellaire City Library is excited to announce they will reopen the doors to limited in-person services and adjusted hours on April 7 at 10 am.

To provide the safest experience for everyone, building capacity restrictions will be enforced, wearing facial coverings will be required, computer time will be limited, social distancing will be encouraged, and possible short closures for sanitizing throughout the day as needed.  All programming will continue virtually, storytimes will still be recorded and presented on the Library’s Facebook page, and craft kits will still be sent home for children.

The Bellaire Parks and Recreation Citizens Advisory Board and Bellaire Parks, Recreation, and Facilities Department are kicking off Planting Palooza! It is a city-wide effort to renew and regrow the horticulture in the City of Bellaire. Residents are encouraged to send your planting projects to Palooza@bellairetx.gov. Make sure to follow the Bellaire Parks and Recreation Facebook Page for informative information and events throughout the month. Don’t forget to use the hashtag #OneBellaire when sharing your pictures on social media!  

 
Trash Bag Delivery

Trash Bag Delivery April 10 & 11


Trash bags will be delivered to residents on Saturday, April 10, 2021, and Sunday, April 11, 2021.  Trash bag delivery will not affect solid waste operations, and regular trash pick-up should occur as scheduled on Monday, April 12, 2021.  Additional rolls of bags may be purchased for $5.95 per roll at Bellaire City Hall (7008 South Rice Avenue) in the Customer Service office.

Winter Storms Water Bill
Leak Adjustment Program


The Leak Adjustment Program is an attempt to provide relief to utility customers experiencing unusually high water bills due to the February 2021 winter storms. Adjustments will be considered and applied to customers’ accounts on a case-by-case basis. For eligible customers, the City will apply an adjustment (reduction) to your utility account to reduce your volumetric charges for water consumption. We will compute the adjustment by replacing your actual February 2021 consumption with an average of your November 2020, December 2020, and January 2021 consumption.

Eligible customers must provide proof of at least one or more of the following:

  • Evidence of a plumbing repair permit issued by the City of Bellaire on or after February 15, 2021
  • Receipt dated February 15, 2021 or later for plumbing repairs
  • Receipt dated February 15, 2021 or later for materials purchased to perform plumbing repairs
  • Evidence of unusually high water consumption (May be verified by the City)

Residential Winter Sewer Average


Utility customers in Bellaire are charged a base rate and a volumetric rate for wastewater (sewer) discharge. Your water meter measures your monthly water use. There is no meter on your wastewater line to measure wastewater volume discharged into the sanitary sewer system. Hence, the City estimates your wastewater volume discharged based on your metered water use. During the winter months, residential customers typically use the least amount of water, with almost all water usage going directly into the sanitary sewer system. The metered water usage is a good indicator of wastewater.

There is significantly more water usage in the summer months that does not go into the sanitary sewer system, such as water used watering lawns, filling swimming pools, and washing cars. Each year we calculate a typical month’s wastewater volume by averaging the winter months. We use that average as your wastewater volume for billing throughout the remainder of the year. Typically, this results in substantial savings for residents during the summer months. We are calculating the new residential winter sewer averages now, and they will be reflected on the utility bill you received in April. We usually average the three highest months out of November through February, but this year we are excluding
February to not penalize customers for unusually high water usage relating to burst pipes after the winter storms.
