Right of Way and Easement Maintenance
On March 18, 2013, City Council approved an amendment the Code of Ordinances adding Section 22-22, Mowing, Tree Trimming and Care of Right-of-Ways and Easements.
Beginning August 19, 2013, property owners and occupants will be required to maintain grass, trees, bushes, shrubs, weeds and brush on abutting street right-of-ways in order to prevent unsafe, unsightly, offensive or nuisance conditions in the City of Bellaire.

City's Mowing Responsibilities
Beginning August 19, 2013, the City will mow only the following areas:

Resident Responsibilities

In the following areas, the residents are required to maintain from the curb or edge of the street to the property line:

Fines
The city may assess a fine against a property owner and/or any other person in possession or control of such property of up to $500 per occurrence for a violation.
What if I don't have access to the area I am required to mow?
Residents are still required to maintain the right of way or easement.
Residents may or may not choose to install gates in their fences. The number of gates installed is also at the resident's discretion.
